Fire Flow Testing Services
Solicitation # 121589
The Washington Suburban Sanitary Commission (WSSC) is soliciting sealed responses for solicitation number 121589 to establish a Fire Flow Testing Services program. The contractor will be responsible for the planning, locating, inspection, and testing of fire hydrants and associated water distribution components across various pressure zones in Maryland to evaluate hydraulic performance. Key technical tasks include measuring static pressure, residual pressure, and flow rates, as well as performing traffic setup and maintenance for residential, county, and state roads. The project involves a base quantity of 1,500 fire flow tests, 3,000 hydrant inspections, and 3,000 valve inspections, with pricing options for three additional years. To be considered, bidders must possess at least five years of experience as a prime contractor and provide at least two crews, each led by a professional with three years of expertise. Crucially, at least one crew member must hold a current Maryland Water Distribution System Operator D-1 license. Bidders must also provide a comprehensive equipment list and adhere to AWWA and MDE standards, including specific requirements for chlorinated water discharge. The contract will be awarded to the lowest responsive and responsible bidder who meets all minimum qualifications. Submissions are due by November 30, 2026, via the WSSC eProcurement Portal. Contract administration includes strict quality assurance requirements, requiring the implementation of a QA/QC plan and immediate reporting of residual pressures falling below 20 psi. Contractors must maintain significant insurance coverages, including Commercial General Liability, Pollution Liability, and Errors and Omissions, each with limits up to 2,000,000 dollars. Payment is processed via ACH or procurement credit card within 30 days of acceptance. Additionally, the contract incorporates a Mid-Atlantic Purchasing Team clause, allowing other public entities to utilize the resultant contract terms and pricing.

The United States Environmental Protection Agency intends to award a sole source contract to the University of Florida to conduct a research study at the San German Superfund site in Puerto Rico. The project focuses on using patented passive flux meters and fractured rock passive flux meters to measure groundwater flow velocity and mass flux in fractured bedrock aquifers. This study aims to evaluate a more cost-effective alternative to current investigative methods, which are often expensive and unable to directly measure these critical parameters for risk assessment and remediation design. The scope of work includes consultation on field test design, the construction of the meters, field trial execution, sample analysis, and data consultation. Because the University of Florida holds the patents for the required technology, the EPA has identified them as the sole source for these services. The anticipated award date for this procurement is July 18, 2013, under solicitation number RFQ-OH-13-00091.

Full Description

The United States Environmental Protection Agency (U.S. EPA) intends to procure on a sole source basis with the University of Florida support in conducting a research study using passive flux meters (PFM) and fractured rock passive flux meters (FRPRM) to measure groundwater flow velocity and mass flux in a fractured bedrock setting and to compare the results to current technology. The study will be implemented at the San German Superfund site in Puerto Rico, where bedrock aquifers are an important source of drinking water. Services required include consultation on field test design, designing and building the PFMs and FRPFM, conducting field trials, analysis of samples, and consultation on resulting data. The purpose of the study is to test a new potential cost effective technique for the assessment of contaminated fractured rock aquifers because current technologies for fractured rock investigations are costly and difficult to implement. Available investigative methods cannot directly measure groundwater flow velocity and contaminant mass flux in fractured bedrock units, two parameters that are important in understanding the behavior of contaminants in the subsurface, assessing risk, and designing a successful remediation. The PFM and FRPRM are the only technologies that provide a means to simultaneously measure groundwater velocity and contaminant flux with depth in a single deployment. The PFM and FRPRM are patented technology. Therefore, the U.S. EPA needs to procure the services of the patent holder (the University of Florida) to use the technology in order to evaluate the application in a fractured rock setting. THIS NOTICE IS NOT A REQUEST FOR QUOTATIONS. However, any firm that believes it is capable of meeting this EPA requirement must submit technical documentation to establish its assertion. This documentation must be submitted to the POC within 15 days of the electronic posting of this notice. Telephone requests will not be honored. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the EPA. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. The anticipated award date is July 18, 2013.
