NASA/JSC is seeking specialized pyroshock testing services under solicitation NNJ12437833R, with a primary intent to award the contract to National Technical Systems (NTS). The requirement involves highly technical and customized testing of explosive bolts, where NTS is viewed as uniquely qualified due to their previous experience with the specific test articles, fixturing, and explosive charge placements required to meet NASA's objectives. The procurement is being conducted as a commercial item acquisition under FAR Part 12. While the government intends to work with NTS, interested organizations were invited to submit their capabilities and qualifications by June 25, 2012, to determine if the procurement would be conducted on a competitive basis. All submissions were required in writing to the designated point of contact, and the process is subject to NASA Clause 1852.215-84 regarding the Center Ombudsman.

Full Description

NASA/JSC has a requirement for PYROSHOCK TESTING. NASA/JSC intends to purchase these services from National Technical Systems (NTS) for continuous pyroshock testing. This pyroshock testing is highly specialized and presents extremely demanding technical challenges. Each test set-up is customized depending on the test article and test levels. Past experience with the test articles, the required test fixturing, and the size and placement of explosive charges greatly reduce development costs associated with a given test effort. Given the prior pyroshock tests that NTS has performed using the exact Explosive Bolts and test levels that require pyroshock testing, NTS is in a unique position to continue the test effort to achieve the required test objectives for NASA. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to LaToy Jones at contact@example.gov not later than 4:30 p.m. local time on June 25, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html .
