The United States Special Operations Command, through the Program Executive Office SOF Digital Applications, is seeking an Other Transaction Authority Agreement for the development of an Information Warfare Platform prototype. This platform is designed to provide Special Operations Command Central with the capability to ingest data from various external sources, perform automated domain analytics, and provide customizable visual displays of data and analysis. The procurement process is divided into three phases, beginning with the submission of a Notice of Intent and a technical quad chart, followed by oral presentations for selected vendors to discuss technical approach, maturity, and scheduling. The government will award prototype agreements to no more than two vendors, with a maximum contribution of 900,000 dollars per vendor for the operational demonstration phase. Successful completion of the prototype project, based on well-defined evaluation criteria, establishes eligibility for a potential follow-on production contract without additional competition.
