This procurement is for asbestos-containing materials testing and monitoring services in support of the renovation of Building 111’s Audiology Clinic on the 5th floor B-wing North at the Clement J. Zablocki VA Medical Center in Milwaukee, Wisconsin. The contract is set aside exclusively for Veteran-Owned Small Businesses and Service-Disabled Veteran-Owned Small Businesses, with a firm-fixed-price structure and an estimated value between five and ten million dollars. The scope requires comprehensive industrial hygiene services including daily ambient and containment air sampling, background and final clearance testing, and submission of a detailed final report with supporting documentation such as VA Form 0018 and certificates of decontamination. All work must adhere to federal, state, and local regulations including OSHA, EPA, and VA guidelines, and laboratory analyses must be conducted by AIHA-accredited and NVLAP-approved facilities. The contractor must maintain Wisconsin state certification for asbestos testing and monitoring, and all personnel including at least one certified Professional Industrial Hygienist must be approved by the government. The period of performance is 150 calendar days from award, with services anticipated to be completed within 120 days and the final report due within 30 days thereafter.
