AI Contract Overview
The Georgia Department of Public Safety, on behalf of the Governor's Office of Highway Safety, is soliciting bids for HAAS Alert Transponders, Safety Cloud Service, and associated transponder installation across various regions in Georgia, including Metro Atlanta, west Georgia, coastal Georgia, and Middle Georgia. This is a sole brand solicitation requiring bidders to be either the manufacturer or an approved partner of HAAS Alert, with no substitutions allowed. The contract term is set for one year with four optional one-year renewals. Quantities for the initial year are estimated and non-binding, and pricing must be all-inclusive, covering delivery, shipping, fuel surcharges, and insurance with no additional fees permitted. Installations will necessitate liability insurance at prescribed levels as outlined in the bid instructions, and compliance with immigration and security requirements will be mandatory. There are no bonding requirements for this procurement. Prospective suppliers must comply with several administrative prerequisites, including registration with the Georgia Department of Revenue to verify tax compliance and registration with the Georgia Secretary of State. Documentation related to tax status, vendor changes, and minority certifications may be required. Additionally, contractors and subcontractors must adhere to E-Verify compliance mandates under state law, certifying the use of federal work authorization programs for personnel involved in physical service performance. Insurance coverage must meet or exceed state guidelines, with the State of Georgia named as an additional insured party. The bid submission must also include certifications such as a non-collusion certificate, trade secret affidavits if applicable, and any discounts offered for early payment. The procurement follows strict state legal parameters prohibiting certain contract clauses to ensure sovereign immunity and fiscal responsibility. The solicitation deadline is March 23, 2026, with a primary contact available for inquiries within the Department of Public Safety.
