HAESI 2.0 KOREAN SOURCES SOUGHT

This solicitation is a Sources Sought Notice issued by the U.S. Army Corps of Engineers, Huntsville Engineering and Support Center, under the Department of Defense, targeting exclusively Korean Architect-Engineer (A-E) firms for market research purposes. The notice seeks to identify qualified Korean firms capable of providing a full spectrum of A-E services, including planning, programming, feasibility studies, design documentation, geotechnical and field investigations, Value Engineering, estimating, and construction-phase support for both secure and nonsecure sites across the Republic of Korea, the United States and its territories, Germany, Italy, and Japan. The future contract, if awarded, will be structured as an Indefinite Delivery Contract with a seven-year total performance period, comprising a three-year base period and two two-year option periods. All responding firms must be physically located, registered, and licensed in the Republic of Korea, hold valid professional licenses including Professional Engineer, Registered Architect, Certified Cost Engineer, or equivalent planning credentials, and must be actively registered in the System for Award Management (SAM) with a valid Cage Code or UEI. Proposals must demonstrate past performance in A-E services within the past five years, staffing capacity with qualified personnel across key disciplines, operational readiness including in-country resources or partnerships, management capability for cost-effective and timely contract execution, and a proven Quality Control or Quality Assurance program tailored to A-E services in Korea. Responses are strictly limited to five single-sided pages in Times New Roman, size 12, submitted via email to specified points of contact by the deadline of July 22, 2026, with no hardcopy, facsimile, cover letters, or promotional materials accepted. This notice is not a solicitation but a market research tool to determine the availability of capable firms, and any resulting contract will be awarded under FAR 15.3 and Engineering Pamphlet EP 715-1-7.
