Solicitation W912DY26RA093 is for a Multiple Award Task Order Contract (MATOC) to provide design-build and construction services for medical facilities, systems, and equipment throughout Korea in support of the Defense Health Agency. The scope of work includes repair, renovation, conversion, alteration, additions, and equipment procurement and installation, with limited support for non-medical facilities. Contractors are expected to survey problem areas, recommend solutions, and implement work plans, though standalone construction efforts may be required. The procurement is conducted under NAICS 236220 with a total contract capacity of 49 million dollars shared among awardees. The contract structure consists of Firm Fixed Price task orders with a five-year base period and a potential six-month extension, for a total duration not to exceed 66 months. The selection process is a multi-phase competition. Phase I is a non-priced qualification phase where offerors are evaluated on technical capabilities, management approach, and past performance to shortlist up to six qualified firms for Phase II. Proposals must be submitted via the PIEE Solicitation Module by November 10, 2026, at 2:00 PM CST. Key requirements include compliance with the U.S.-ROK Status of Forces Agreement, adherence to USACE and NFPA technical standards, and the maintenance of an active SAM registration. Administrative highlights include electronic invoicing through Wide Area WorkFlow and the requirement for performance and payment bonds. A recent modification removed DFARS 252.226-7002 from the solicitation.
