Half Moon Bay 2023-2031 Housing Element Update

The City of Half Moon Bay is implementing the 2023-2031 Housing Element Update to align its General Plan with state law and the Regional Housing Needs Allocation process. The project focuses on identifying housing opportunity sites and policies to accommodate 782 dwelling units, encompassing affordable, workforce, and market-rate housing. This initiative ensures compliance with California Government Code, the California Environmental Quality Act, the Local Coastal Program, and Measure D growth limits. The planning period spans from January 31, 2023, through January 31, 2031, with the project area covering the entire city. Key deliverables for this update include a housing needs assessment, constraints analysis, an inventory of housing resources, an evaluation of the previous housing element, and an Affirmatively Furthering Fair Housing assessment. The project has undergone environmental review via an Initial Study and Mitigated Negative Declaration, which concluded that the project would not have a significant environmental effect. Administrative oversight is led by Community Development Director Leslie Lacko, with technical assistance provided by Rincon Consultants. The project has incorporated feedback from Caltrans regarding transportation and land use planning and is supported by various master plans, including the Bicycle and Pedestrian and Parks Master Plans.
