Hallberg Ranch Project

Highpointe Communities, LLC is proposing the Hallberg Ranch Project in unincorporated Riverside County, specifically in Menifee, California. The project involves the subdivision of twelve existing parcels totaling approximately 120.13 acres to develop up to 490 single-family residential lots. This development requires a zone change from Rural Residential (R-R) to Planned Residential (R-4) to achieve a residential density of approximately 4.47 dwelling units per net developable acre. The project site is bounded by Craig Avenue to the north, Leon Road to the west, Eucalyptus Road to the east, and Andover Lane to the south. The scope of work includes the construction of an internal street system with sidewalks, curbs, and gutters, the installation of three detention basins, and the creation of an 8-acre park to be maintained by a Homeowners Association. Off-site infrastructure improvements involve a water line extension within the Eucalyptus Road right-of-way and a gravity sewer line in the Scott Road right-of-way connecting to the EMWD Scott Road Lift Station. Construction is planned in three phases, with Phase 1 and off-site work beginning in June 2027, Phase 2 starting in May 2028, and final buildout concluding by December 2030. The project is subject to rigorous environmental and regulatory oversight by the Riverside County Planning Department. Key requirements include compliance with the California Environmental Quality Act (CEQA), the implementation of a Stormwater Pollution Prevention Plan, and adherence to the California Fire Code, including mandatory fire sprinkler systems and a 100-foot fuel modification zone. Additionally, the project must comply with tribal cultural resource protections under Assembly Bill 52 and Senate Bill 18, ensuring the confidentiality of information provided by California Native American tribes. Final inspections and occupancy are managed by the Building and Safety Department and the Riverside County Fire Department.
