The Halton Police Board has issued Request for Proposals RFP-01-26 for the design, development, and launch of a new website. The project requires a professional, mobile-responsive site featuring a native, non-proprietary CMS with modular drag-and-drop capabilities to allow staff autonomous content management. Key deliverables include the migration of historical records and policies with automated 301 redirects, the provision of separate development, staging, and production environments, and a multi-year service level agreement for quarterly security patching and accessibility checks. The anticipated contract award is scheduled for November 2026, with cost proposals requiring a fixed annual structure for the first five years to cover hosting, security certificates, and support. Technical requirements are stringent, mandating strict adherence to WCAG 2.1 Level AA and AODA accessibility standards. Security specifications include OWASP ASVS Level 2 and OWASP Top 10 mitigation, with a required formal ASVS validation report and penetration test prior to go-live. All data must reside on Canadian servers to comply with MFIPPA regulations. The hosting environment must guarantee 99.9 percent uptime and align with ISO/IEC 27001 or SOC 2 Type II standards. Proposals are being evaluated on a 100-point scale, weighted across corporate experience (30 points), understanding of the assignment (20 points), methodology (20 points), and cost (20 points). Submissions must be sent via encrypted email to info@haltonpoliceboard.ca by October 1, 2026.
