2027F - Forest Seedling Production Contract - Outdoor Compound

Solicitation # 2027F

The 2027F Forest Seedling Production Contract is a solicitation issued by the BC Timber Sales Branch of the Province of British Columbia for the culture, maintenance, and growth of forest tree seedlings using province-owned seed. The contract covers the production of over 15 million trees, including Western Larch, Pine, and Yellow Pine, across various genetic classes and stock types. Award decisions are based on a weighted evaluation consisting of 60 percent Nursery Performance Rating, which considers quality and delivery history, and 40 percent Bid Price Rating, which includes the gross bid price and transportation costs. To be eligible, nurseries must be registered with BCBid, pre-qualified through Seedling Services, and have a proven track record of producing at least 200,000 seedlings within the last three years. The agreement is governed by the laws of British Columbia and includes strict operational standards for seedling packaging, marking, and inspection. Contractors must adhere to specific carton specifications, including white reflective coatings and precise labeling requirements for request keys and seedling counts. Quality is monitored through Nursery Inspections and government-led Random and Check Inspections, with financial deductions applied if cull percentages exceed 6 percent. Contractors are required to maintain Commercial General Liability insurance of at least 2 million dollars per occurrence and provide WorkSafe BC coverage. Payment is processed via a Statement of Account, typically within 30 to 60 days of invoice approval, and is managed through the Provincial Treasury.
