HARBOR BLVD STREET REHABILITATION PROJECT

The Harbor Blvd Street Rehabilitation Project, solicited under number 44083 by the City of Fullerton’s Public Works-Engineering department, is a public works initiative aimed at comprehensive pavement rehabilitation along designated segments of Harbor Boulevard and Chapman Avenue in California. The project requires the contractor to perform pavement evaluations, investigate structural conditions, collect and test subgrade soil samples, and execute major rehabilitation measures to address alligator cracking, including removal and reconstruction of sidewalks, curbs, gutters, driveway approaches, and utility manholes, as well as installation of traffic detector loops, signal conduits, and street light wiring repairs. The award will be made to the lowest responsible bidder as determined solely by the City, following thorough evaluation of responsibility, qualifications, and bid responsiveness. Contract execution requires submission of a performance bond and labor and material bond within 21 days of award, alongside compliance with insurance mandates including $2 million commercial general liability per occurrence, $2 million business automobile liability per accident, and workers’ compensation coverage with $1 million employers’ liability. All subcontractors must also meet these insurance standards and pay prevailing wage rates. Weekly certified payroll records are mandatory, and failure to submit them will result in payment withholding. The contractor must comply with CAL-OSHA regulations, maintain chemical toilets cleaned twice weekly, secure all required permits, and provide as-built plans, O&M manuals, vendor lists, environmental compliance certifications, and a completed Storm Water Pollution Prevention Plan upon project closeout. The Notice to Proceed is set for August 24, 2026, with a contract duration of 35 days as defined in the Greenbook, and liquidated damages of $2,500 per calendar day for delays.
