Haven on the Hill Housing Project - Construction Management Services

Calaveras County Health and Human Services Agency is seeking a qualified construction management firm to provide professional services for the Haven on the Hill Behavioral Health Supportive Housing Project located at 556 Toyon Drive, San Andreas, California. The selected consultant will act as the County's representative, providing coordination, site observation, documentation, and contract administration for a phased project involving accessibility improvements, remodeling, and rehabilitation of a residential facility. The scope includes managing the project from preconstruction through final closeout, with a specific focus on achieving a Phase 1 completion and occupancy milestone followed by Phase 2 work. Key responsibilities include monitoring workmanship and materials, maintaining tracking logs for RFIs and change orders, and providing comprehensive labor compliance and prevailing wage administration in accordance with California public works requirements. The resulting contract will be a Professional Services Agreement with a strict not-to-exceed limit, with an anticipated term from October 13, 2026, through June 30, 2027. Proposers must submit their qualifications and a separate cost proposal via the Public Purchase portal by September 9, 2026. Evaluation is based on project understanding, comparable public construction experience, key personnel, and overall value, with the possibility of oral presentations. The agreement requires adherence to OMB 2 CFR Part 200 accounting standards, monthly invoicing, and strict compliance with the Levine Act and federal suspension and debarment verification via SAM.gov. While some terms may be negotiated, clauses regarding insurance, indemnification, and dispute resolution are generally non-negotiable.
