The USACE Engineer Research and Development Center requires a contractor with specialized experience and current access to Chemical Biological Radiological and Nuclear Hazard Prediction and Assessment Capability simulations. The primary objective is to analyze and predict the effects of toxic industrial materials and chemicals released within variable urban environments, specifically accounting for the impacts of wind and topography to better understand the environment as a threat. The selected contractor will be responsible for identifying existing wind speed and transport mechanism data, developing urban-relevant models, and creating specific release scenarios. Key deliverables include performing detailed analysis using both modified and unmodified HPAC tools to predict concentration fields and providing a comprehensive final report detailing all results. This effort is managed by the Department of Defense under NAICS code 541330 with performance based in Vicksburg, Mississippi.

Full Description

The USACE, Engineer Research and Development Center (ERDC), has a need for Hazard Prediction and Assessment Capability (HPAC) simulations for various substances and release scenarios throughout variable environments in order to understand the environment as a threat. The ability to access and use the Chemical Biological Radiological and Nuclear (CBRN) hazard prediction tool, HPAC simulations are required in order to perform analysis and develop modeling approaches in order to model and predict effects from toxic industrial materials (TIMs) and toxic industrial chemicals (TICs) releases while accounting for variables related to wind and topography. Given the requirement of access to CBRN HPAC, we have the need for a contractor that has current access to these tools and has experience modeling and predicting concentration fields from various urban release scenarios using these tools. The specific tasks which the contractor will be required to participate in are to Identify existing information addressing wind speed models of urban centers, existing information on chemicals of interest, and the range of transport mechanisms incorporated into many current atmospheric dispersion models, Develop models (wind speed, transport mechanisms) relevant for urban environments, Develop Release Scenarios, Perform Analysis using modified and unmodified CBRN HPAC for prediction of TIC/TIM concentrations from source, and Create a final report detailing all task results. Detailed specifications will be available on the Beta.Sam.gov website at https://beta.sam.gov/ on or about 27 February 2020. Hard copies will not be available. Offerors should check the Beta.Sam.gov web page often for new solicitations and/or changes (AMENDMENTS) to existing ones. No technical questions will be considered prior to the release of the solicitation.

Solicitation # W912HZ27X1CTB
The U.S. Army Corps of Engineers Engineer Research and Development Center is conducting market research via a Request for Information to identify US-based contractors capable of the on-site fabrication and final assembly of a three-bay, monolithic reinforced concrete High-Performance Magazine structure. Located at Range 19, Fort Polk, Louisiana, this experimental test structure will be cast-in-place and is intended for eventual destruction. The scope of work includes the procurement and installation of Grade 60 reinforcing steel, 10,000 PSI self-consolidating concrete, structural sand fill with a density of 100 PCF, and the construction of three reinforced concrete doors and a protective sand/earth berm. The project requires a contractor with expertise in high-strength self-consolidating concrete, robust engineered formwork systems, and the installation of continuous, non-spliced rebar. All site activities must be completed within 240 days of contract award, with a mandatory 14-day mobilization notice provided to the Technical Point of Contact. The government requires strict adherence to ASTM standards for concrete compressive strength, slump flow, and ready-mix requirements, with precise dimensional tolerances of +/- 0.5 inches for overall dimensions and +/- 0.375 inches for wall and slab thicknesses. Interested vendors must submit their capabilities statements and responses to specific technical questions by November 4, 2026.
