HCC-East Parking Garage Repair

Howard Community College is soliciting sealed, firm-fixed-price bids under solicitation 27P-001 for structural concrete repairs and preventative maintenance at the East Expansion Garage located at 5640 Faculty Drive, Columbia, Maryland. The scope of work includes full-depth concrete topping and precast double-tee flange repairs, shear connector restoration, carbon-fiber biscuit shear connector replacement, and the routing and sealing of roof-level slab cracks and joint sealants. All work must strictly adhere to the DESMAN Project Manual, Outline Specifications, and Project 30-26107.01-2 drawings dated October 9, 2026. Contractors are required to provide a detailed construction schedule, maintain a consistent crew size for continuous work, and demonstrate the operational efficiency of garage drainage systems through a 30-minute water test prior to final acceptance. Bids must be submitted via Bid Locker by December 1, 2026, at 11:00 am EST. A non-mandatory pre-bid conference will be held on November 16, 2026, at 10:00 am EST in the Hickory Ridge Building, Room 320, with RSVPs required by November 12, 2026. Evaluation is based on a pass/fail determination of bid responsiveness and bidder responsibility, followed by a comparison of the total base bid price. Qualified bidders must demonstrate experience in occupied parking-structure rehabilitation and provide at least three references from higher education institutions. Required submission documents include a financial bid form, professional qualifications, a technical and management plan, and affirmations regarding minority business enterprise participation, ethics, and debarment. Performance and payment bonds, as well as comprehensive public liability and workers compensation insurance, are mandatory.
