Continuing Human Enabling, Enhancing, Restoring and Sustaining (CHEERS)
Solicitation # FA238424S2233
The Continuing Human Enabling, Enhancing, Restoring and Sustaining (CHEERS) program is a Multiple Authority Announcement (MAA) managed by the Air Force Research Laboratory Human Effectiveness Directorate and the United States Air Force School of Medicine. The program provides a comprehensive strategy for science and technology research, progressing from basic research to technology maturation to optimize and protect Airman capabilities across Air, Space, and Cyberspace. The scope is divided into three primary areas: Airman Biosciences, which focuses on biotechnology and aerospace medicine; Bioeffects, which addresses battlefield environmental stressors; and Warfighter Interactions and Readiness, which enhances mission execution. The MAA utilizes a flexible procurement framework, employing various authorities including Broad Agency Announcements, Other Transaction agreements for research and prototypes, and grants. Awards are generally anticipated to be cost-plus-fixed-fee. The selection process typically involves a two-step approach requiring an initial five-page white paper and rough order of magnitude cost, followed by a full technical and cost proposal for selected candidates. Evaluation is prioritized by technical merit, specifically focusing on innovation, understanding of scope, technical soundness, and transition potential, with cost realism serving as a secondary factor. Recent updates include several moratoriums to preserve competition, specifically closing technical areas related to BRDEE, Information Mastery in Cognitive Warfare, and Holistic Models for Decision-Making for six-month periods following specific proposal closing dates. All contractor personnel must undergo a minimum Tier 1 background check for positions of trust, and offerors must be registered in the System for Award Management. The program maintains strict data rights and security protocols, including foreign influence due diligence and specific DFARS requirements for technical data and computer software.

The Centers for Medicare and Medicaid Services intends to award a sole source purchase order to the Health Care Cost Institute for access to its proprietary database of private health insurance claims. This procurement, categorized under NAICS code 541720, is justified because the Health Care Cost Institute is identified as the only contractor with a data set capable of meeting the specific needs of the National Health Statistics Group. The acquired data will be utilized for hypothesis testing to gain critical insights into spending patterns among privately insured populations. While the agency intends to proceed with a sole source award under FAR Part 6.302-1, it is allowing other responsible sources to submit capability statements, technical literature, and price quotes for consideration. Interested vendors must demonstrate the ability to provide valid, reliable, and standardized health care performance measures. This notice serves as an intent to award rather than a formal solicitation, and the government maintains the right to determine the ultimate acquisition approach.
