HCV DIGITAL ENGAGEMENT AND WORKFLOW AUTOMATION PLATFORM IMPLEMENTATION

The Austin Housing Authority is soliciting proposals for the implementation of a modern workflow-automation and self-service portal platform to modernize the management of its Housing Choice Voucher waiting list and compliance workloads. The selected solution will function as a system of engagement integrated with existing Emphasys Elite and Laserfiche systems. This is a firm-fixed price, not-to-exceed contract with a five-year total cost of ownership evaluation and potential annual renewals. The project follows a phased implementation approach including initiation, discovery, deployment, and support. Key success criteria include day-one readiness of portals, stable applicant flow, a measurable shift of inquiries to digital channels within 60 days, and strict adherence to HUD requirements such as SEMAP and HOTMA. Award decisions will be based on a 100-point scoring system, with 80 points allocated to technical factors and 20 points to price. Contractors must provide proof of commercial general liability and automobile liability insurance of at least 500,000 dollars per occurrence, as well as worker's compensation insurance per Texas law. Bids must include a negotiable guarantee of at least five percent of the bid amount. The contract is governed by the laws of the State of Texas, and all invoicing must be directed to the Austin Affordable Housing Corporation.
