Heacock Street South Extension Project

The Heacock Street South Extension Project, identified as City Project No. 8010010, involves the widening and realignment of Heacock Street in Moreno Valley, California, between San Michele Road and the Perris Valley Storm Drainage Lateral B channel. The project aims to extend the roadway's arterial classification south to the city limits, expanding the road to a total width of 76 feet. The project site encompasses 15 acres, with 11.91 acres designated for permanent new roadway and infrastructure improvements, including storm drain enhancements, while 2.89 acres of existing roadway will be subject to temporary disturbance. The improvements will conclude in a cul-de-sac located north of the channel. Environmental compliance is a central component of the project, with an Initial Study and Mitigated Negative Declaration concluding that all significant impacts will be mitigated. Comprehensive evaluations have been conducted regarding air quality, biological resources, noise, vibration, and transportation, with a focused study indicating acceptable levels of service and vehicle miles traveled for the year 2030. Cultural resource surveys indicate no historical resources within the study area, though consultations with Native American groups, specifically the Pechanga Band of Indians, are required. Project execution requires adherence to City Standards for Arterial Streets and compliance with the National Pollutant Discharge Elimination System permit and the Riverside County Water Quality Management Plan. Monitoring requirements include weekly site inspections by a qualified monitor and the submission of cultural resource monitoring reports to the Community Development Department.
