The contract solicitation SPE4A7-26-R-X950 issued by the Defense Logistics Agency under the Department of Defense seeks the procurement of a head component for a linear actuator identified by NSN 1650-00-859-3986 under a Simplified Indefinite-Delivery Contract framework with a five-year base period and indefinite quantities. The solicitation is set-aside for small businesses under FAR clauses 52.219-6 and 52.219-13, with additional small business representation requirements governed by deviation 2026-00038, mandating that contractors affirm their small business size status for the assigned NAICS code 333995. The contract mandates compliance with stringent packaging and preservation standards including MIL-STD-2073-1E Method 20 (Clean/Dry) with preservation material code 89, and marking requirements aligned with MIL-STD-129 for shipment and storage, including bar-coding and item identification, along with MIL-STD-130 IM-8 for permanent Unique Device Identification (UDI) at the item level. Special marking such as “Product Verification Test Samples - Do Not Post to Stock” must be clearly applied where applicable. Delivery is to various CONUS stock locations upon receipt of order, with a performance period of 236 days ARO and FOB Destination terms, meaning risk of loss transfers to the government only upon arrival. The contract value is capped at $350,000 aggregate across all orders, with a guaranteed minimum of six units in Year 1, though unit pricing remains open and to be determined by offerors. Evaluation factors include consideration of used, reconditioned, or remanufactured supplies and alternate product offerings, but no award methodology or weighting is specified. Contract administration is managed through WAWF for all invoicing, with payment via electronic funds transfer and accelerated payments to small business subcontractors required. Special requirements include DPAS-rated priorities, Buy American provisions, prohibitions on hexavalent chromium and fluorinated AFFF, mandatory advance notice for radioactive material shipments, and full compliance with Hazard Communication standards requiring submission of Safety Data Sheets. All contractors must provide a Unique Entity ID and CAGE code, and affirm no involvement with restricted foreign entities or Russian fossil fuel operations. Inspection occurs at origin with government authority for final acceptance under FAR 52.24
