AI Contract Overview
This contract solicitation (6973GH-26-R-00082) issued by the Department of Transportation's FAA Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, OK, requests proposals for mechanical and electrical upgrades to the Headquarters Building. The scope of work encompasses comprehensive construction efforts involving mechanical and electrical system enhancements, including HVAC duct replacement, lighting control upgrades, fire alarm system improvements, and installation of an emergency responder radio coverage system, among other options. Contractors are responsible for providing all labor, materials, equipment, and testing services necessary to meet detailed specifications and drawings outlined in extensive attachments, with deliverables including fully operational systems, certified test reports, as-built documentation, and participation in emergency exercises. The contract emphasizes compliance with established standards such as NFPA 70, NEMA, UL, OSHA, and FAA-specific protocols. Evaluation favors a best-value source selection approach focusing primarily on technical acceptability, relevant experience and past performance, and cost/price. Past performance slightly outweighs cost considerations, and proposals must demonstrate capable project management and supervision. The contract incorporates recent interim AMS clauses addressing executive order compliance, small business subcontracting plans, and changes related to construction work, reflecting evolving federal guidelines and security measures. The contract imposes stringent FAA security clearance and personnel requirements, including mandated training and background vetting via the Vendor Applicant Portal, with flow-down obligations to subcontractors. Contract administration mandates electronic invoicing through the Delphi system, and bonds covering defect security are required post-award. The estimated contract value ranges from $18 million to $25 million, with responses due by May 28, 2026, and a structured, four-volume proposal format specifying page limits and submission protocols. Amendments extend submission deadlines and update key clauses, underscoring the emphasis on clear regulatory compliance and security controls within this federally governed acquisition.
