The solicitation, issued under contract number SPE7M5-26-T-107H by the Defense Logistics Agency’s Active Devices Division, is an automated simplified acquisition under the DLA Master Solicitation Revision 104, utilizing the DIBBS portal for electronic submissions with a closing date of May 14, 2026. Technical data associated with the item is subject to export control under either ITAR or EAR, and only contractors with approved U.S./Canada Joint Certification Program status, completion of mandatory DLA export control training, and specific DLA authorization may access or handle the data. All packaging must comply with ASTM D3951 for non-hazardous materials and TQ Requirement IP025 under FED-STD-313 for hazardous materials, with palletization meeting RP001 DLA packaging standards, and all items must be labeled in accordance with MIL-STD-129, including mandatory barcoding. Contractors must also affirm compliance with cybersecurity clauses 252.204-7012 and 252.204-7020, disclose UEI and CAGE codes if providing covered defense telecommunications equipment or services, certify their small business status in SAM, and adhere to prohibitions on foreign subcontracting and procurement of restricted telecom equipment. Invoicing must be submitted through WAWF, and all hazardous material disclosures, employment eligibility verification, and sustainable procurement requirements are applicable under modified FAR clauses. Although pricing details are absent from all CLIN entries, the contract structure includes multiple line items for the same NSN, each for one unit, with FOB destination terms specified. No formal evaluation factors are published within the solicitation, suggesting a potential LPTA basis of award as inferred from procurement practices.
