The National Institutes of Health, under the Helping to End Addiction Long-term (HEAL) Initiative, is seeking applications for a single Building Engagement, Assistance, Capacity, Outreach, and Networks (BEACON) Center. This center will serve as the coordination hub for the Integrative Management of chronic Pain and OUD for Whole Recovery (IMPOWR) Phase II research network. The primary objective is to test and implement scientific solutions and evidence-based treatments for individuals suffering from both chronic pain and opioid use disorder, focusing on factors that influence the wide-scale adoption and sustainability of these integrated services. The BEACON Center will be structured into four functional cores: an Administrative Core for logistics and management, a Research Education Core for capacity building in implementation science, a Survey and Qualitative Data Core to identify service barriers, and an Evidence to Clinical Impact Core to develop scalable resources. Key deliverables include the maintenance of a 508-compliant public website, the execution of network meetings, and the reporting of real-time metrics to NIDA. The NIH intends to commit an estimated total of 2.5 million dollars to fund one award in FY2027, with annual direct cost limits of 1.5 million dollars, though the Research Education Core is specifically limited to 350,000 dollars in annual direct costs. Applications must be submitted as multi-component proposals by January 26, 2027. Evaluation is based on scientific and technical merit via the NIH peer review system, availability of funds, and relevance to program priorities. Awardees must adhere to strict cybersecurity incident reporting requirements, notifying HHS within 48 hours of discovery, and must comply with all federal regulations regarding human subjects protection and informed consent. Eligible applicants include for-profit organizations and small businesses, provided they maintain active registrations in SAM, eRA Commons, and Grants.gov.

The National Institutes of Health (NIH) intends to renew the Integrative Management of chronic Pain and OUD for Whole Recovery (IMPOWR) research network. This renewal consists of individual research projects, which will be supported by a single Coordination Center. This network is intended to test new innovations that integrate evidence based treatments for chronic pain (CP) and opioid use disorder (OUD). This research will characterize or modify factors that impact wide-scale adoption and sustained use of effective treatments at this intersection. The network will be part of the NIH’s Helping to End Addiction Long-term (HEAL®) Initiative to speed the development and implementation of scientific solutions to the national opioid public health crisis. The NIH HEAL Initiative will bolster research across NIH to (1) improve treatment and prevention of opioid misuse and OUD and (2) enhance pain management.

This notice of funding opportunity (NOFO) seeks applications for a single Building Engagement, Assistance, Capacity, Outreach, and Networks (BEACON) Center. The BEACON Center will provide overall network coordination support; research education activities to build capacity at the intersection of CP, OUD, and implementation science; annual survey/qualitative activities to understand different barriers and attitudes impacting access and sustained use of integrated CP and OUD service delivery; and develop key resources for stakeholders that can inform/improve sustainability and scalability of evidence-based practices, including findings and resources from IMPOWR Phase I.

A Study on Vessel Design Challenge
Solicitation # 693JF726R000016
The U.S. Department of Transportation Maritime Administration (MARAD), through its Maritime Environmental and Technical Assistance (META) program, is issuing Request for Proposals (RFP) No. 693JF726R000016 for a Vessel Design Challenge. The program seeks to fund multiple design teams to develop integrated vessel designs that significantly improve fuel efficiency, targeting a 30 percent improvement, and reduce underwater radiated noise (URN). This is a design-stage challenge focusing on fluid dynamic modeling to demonstrate technical feasibility and economic achievability; direct measurements are not required. Eligible designs should be commercially useful, such as those for coastal or inland waterways, though small watercraft, recreational vessels, fisheries vessels, and passenger catamarans for whale-watching are generally excluded. Funding is provided via cooperative agreements, with individual awards typically ranging from 150,000 to 450,000 dollars and total available funding up to 1.25 million dollars. Projects must be completed within 12 to 18 months. While open to all domestic applicants other than individuals, evaluative preference is given to team leads that are U.S. companies, U.S.-headquartered, or operate under the U.S. flag. Proposals are limited to 20 pages and must include a detailed design and modeling approach, a comprehensive budget, and a team composition that ideally follows a design-build approach including naval architects, marine engineers, shipyards, and technology providers. Final reports will be made public, although sensitive proprietary design and cost information will remain confidential.
