The U.S. Department of Transportation Maritime Administration (MARAD), through its Maritime Environmental and Technical Assistance (META) program, is issuing Request for Proposals (RFP) No. 693JF726R000016 for a Vessel Design Challenge. The program seeks to fund multiple design teams to develop integrated vessel designs that significantly improve fuel efficiency, targeting a 30 percent improvement, and reduce underwater radiated noise (URN). This is a design-stage challenge focusing on fluid dynamic modeling to demonstrate technical feasibility and economic achievability; direct measurements are not required. Eligible designs should be commercially useful, such as those for coastal or inland waterways, though small watercraft, recreational vessels, fisheries vessels, and passenger catamarans for whale-watching are generally excluded. Proposals are limited to 20 pages and must include a detailed design and modeling approach, a comprehensive budget, and a team composition that ideally follows a design-build approach including naval architects, marine engineers, shipyards, and technology providers.
