273730 Massachusetts Abortion Training Program for Out of State Residents
Solicitation # BD-27-1031-BCHAP-BCH01-134502
The Massachusetts Department of Public Health Bureau of Community Health and Prevention is soliciting grant applications from non-profit hospitals within the Commonwealth to establish reproductive health care and procedural abortion training for out-of-state medical residents. This initiative specifically targets residents from states with restrictive abortion laws, defined as hostile or illegal by the Center for Reproductive Rights. Awarded vendors must implement an application process and deliver training—which can include hands-on patient management, didactic sessions, rotations, or virtual training—by June 30, 2027. Each vendor is expected to train at least one medical resident and must ensure all trainees are supervised by health care providers licensed in Massachusetts. The anticipated contract start date is January 15, 2027, with an initial six-month duration and three optional one-year renewals, extending the final end date to June 30, 2030. The Department intends to award a total of 250,000 dollars to two or three programs, with recommended individual budgets between 83,000 and 125,000 dollars, not to exceed a maximum of 250,000 dollars per program. Evaluation will be based on the vendor's experience, the feasibility of the training plan, the program's ability to address health disparities for underserved populations, the quality of supervision, and cost-effectiveness. Administrative requirements include mandatory electronic funds transfer for payments, monthly monitoring calls with DPH staff, and a final financial reconciliation to return unspent funds. Applicants must submit a proposal of no more than five pages via COMMBUYS by November 20, 2026, including a budget and the CVs of supervising providers. Additionally, all providers must adhere to a zero-tolerance policy for fraud and maintain internal risk management controls.
