Healthy Food Access Mobile Market Program

The City of Cincinnati City Manager's Office is issuing Request for Information RFI275X901199 to explore the development and implementation of a Healthy Food Access Mobile Market Program. The primary objective of this initiative is to improve reliable access to fresh, healthy, high-quality, and affordable food within Cincinnati neighborhoods that face significant barriers to traditional full-service grocery stores. This is not a procurement solicitation, and the City is seeking market information to determine feasible ownership, funding, partnership, and operating models to inform a potential future competitive procurement. The City is requesting detailed information on various program components, including recommended business models, technical specifications for vehicles and refrigeration, and point-of-sale systems. Respondents are asked to provide nonbinding estimated cost ranges for capital and operating expenses, as well as realistic implementation schedules and strategies for food sourcing, inventory management, and community engagement. Additionally, the City is seeking guidance on regulatory compliance, food safety standards, accessibility for disabled and limited English proficiency customers, and recommended insurance coverages.
