AI Contract Overview

Hillsborough County plans to award a sole-source contract valued at $225,313 to Heartland Water Technology, Inc. for a one-year period to provide an annual Performance Optimization Program (POP) for the existing Heartland Low Momentum-High Turbulence (LM-HT) Concentrator System at the Southeast County Landfill. This system is critical for managing leachate evaporation, and the contract includes the procurement of proprietary parts necessary for system maintenance and performance enhancement, while also maintaining the current warranty. Heartland Water Technology, Inc. is the exclusive authorized service provider for this equipment, which justifies the noncompetitive procurement approach under the County’s policies, as only the original manufacturer can reasonably supply the required maintenance, parts, and warranty services. The County has outlined that any other contractors claiming to offer comparable goods or services must submit detailed evidence to challenge the sole-source award by the specified deadline of July 16, 2024. The County will review such challenges to determine if genuine competition exists before finalizing the award. The contract may be extended or adjusted based on evolving needs and conditions, and the County retains the right to modify the scope or increase the award amount accordingly. This procurement underscores the importance of proprietary technology and authorized maintenance to ensure the continued effective operation of the landfill’s leachate management system.
