This contract, solicitation number W91ZLK-19-Q-0033, is a total small business set-aside issued by the Department of Defense for the procurement of heated sample transfer lines. These lines are designed to transport air vapor samples to MINICAMS monitoring equipment to detect airborne chemical vapor concentrations. The equipment must be suitable for outdoor use in temperatures ranging from 0 to 120 degrees Fahrenheit and must not exceed a total weight of 50 lbs. The transfer lines must be self-regulating for temperature to prevent water vapor condensation and maintain samples in a vapor state, ensuring a transmission efficiency of greater than 75 percent for a variety of target compounds. These compounds include chemical agents such as HD, VX, GA, GB, GD, and GF, as well as industrial compounds like Phosgene and Chloroform. The system must be capable of handling concentrations ranging from standard vapor screening levels up to a maximum saturation level of approximately 1,000 short-term exposure limits.

**The following questions were received. The questions and answers are below. ALL OTHER TERMS AND CONDITINS REMAIN THE SAME. Q1 - What is the maximum temperature requested? A1 - A maximum temperature is not specified. The interior temperature needs to be high enough to prevent condensation of water vapor, maintain the sample in a vapor state and ensure transmission of the following target compounds at greater than 75% efficiency. Target compounds include Bis(2-chloroethyl)sulfide (HD); Dichloro-(2-chlorovinyl) arsine (L); Bis(2-chloroethyl)amine (HN1); Tris(2-chloroethyl) amine (HN3); O-Ethyl-S-(2-diisoproylaminoethyl)methyl phosphonothiolate (VX); Ethyl N,N dimethyl phosphoramidocyanidate (GA Tabun); Isopropyl methylphosphonofluoridate (GB Sarin); Pinacolyl methylphosphonofluoridate (GD Soman); Cyclohexyl methyl phosphonofluoridate (GF Cyclosarin); Carbonic Dichloride (CG Phosgene); Trichloronitromethane (PS-Cloropicrin); Cyanogen chloride (CK-Cyanogen chloride); Trichloromethane (CF-Chloroform) Q2 - Should the design include a temperature controller? A2 - The lines shall self-regulate for temperature. Q3 - A temperature sensor. A3 - See answer to Q2. Q4 - Is this for indoor or outdoor use? A4 - The line must be suitable for use in outdoor environments ranging from 0 to 120 degrees F. Q5 - What chemical agents and at what level are they present in the samples? A5 - Chemical agents are listed in the response to Q1. Chemical agent standards are prepared to a predetermined concentration so that when 4 microliters (L) are injected, the spike mass (in nanograms, ng) per sample volume equal 1.0 VSL. For example, 4'L of HD prepared at a concentration of 1.8 ng/L yields a spike mass of 7.2 ng. The sample volume we use for HD for this standard .concentration is 2.4 Liters. 7.2 nanograms of HD in 2.4 Liters of air yields a concentration of 3 ng/L. 3 ng/L = 0.003 mg/m3 = 1.0 VSL HD. The industrial compounds CG, CK, PS and Chloroform are diluted into a 1 Liter Tedlar bag to reflect a concentration of 1.0 PEL (permissible exposure limit). The following agent concentrations are used by the CBC EML: - HD, HN-1, HN-3, L - 1.8 ng/L - VX - 0.006 ng/L - GA, GB - 0.06 ng/L - GD, GF - 0.03 ng/L Q6 - What media (material) are you going to use the transfer lines for A6 - Transfer lines will be used to transport air vapor samples to monitoring equipment (MINICAMS), which monitor airborne chemical vapor concentrations. Q7 - Are there any requirement for saturation levels? A7 - Typical concentration levels are 400-500 vapor screening level (VSL). A maximum saturation level would be approximately 1,000 short-term exposure limit (STEL). Q8 - Is it self regulated or temperature controller used? A8 - See answer to Q2. Q9 - If temperature controller is used, what type of sensor is required? A9 - See answer to Q2. Q10 - Is there a max weight required for the product? A10 - The lines cannot weigh more than 50 lbs.
