Heavy Equipment Recovery and Transportation - North VSFB

Vandenberg Space Force Base is seeking capability statements and demonstrations of experience for a one-time turnkey heavy equipment recovery and transportation operation under solicitation FA461026QHEVRT. This small business set-aside requirement involves the recovery of a Government-owned Caterpillar Challenger MT765C rubber-track tractor, weighing approximately 36,000 pounds, which is located in a ditch on a mountainside at North Vandenberg. The scope of work includes conducting a site assessment, clearing heavy brush and foliage to create an access road, and transporting the tractor approximately 20 miles to a designated base location. Additional requirements include the recovery of a Case International 770 disc harrow and associated ballast weights, the recovery of personal effects, and the environmental remediation of approximately 20 gallons of hydrocarbon spills. The contractor must provide qualified, licensed, and certified personnel experienced in heavy equipment recovery and rigging. All operations must be completed within 72 hours of receiving authorization to proceed and must adhere to all federal, state, local, and installation safety and environmental regulations. The contractor is responsible for using opaque coverings during transport and ensuring all hazardous material releases are reported immediately.
