Helibase Operations Storage & Administrative Container

The U.S. Department of Agriculture, Forest Service, Contracting Section East 5, is soliciting a firm-fixed price contract for the conversion of a single 40-foot high cube shipping container into a secure, climate-controlled helibase storage and administrative facility to be delivered to the Savannah River Forest Station in New Ellenton, South Carolina. The work includes structural modifications such as interior framing to create a 20-foot office space and a 20-foot storage compartment, installation of 2 lb spray foam insulation with a 10.5 R-value, a 18,500 BTU ductless mini-split HVAC system with heating, a 100-amp electrical service panel with a 50-amp generator inlet, LED interior and exterior lighting, smart siding, an L-shaped Formica desk, two windows with grills and shades, a commercial-grade steel entrance door with deadbolt lock, a solar roof vent, and vinyl plank flooring. Delivery must be completed at the destination by September 30, 2026, with all work subject to F.O.B. Destination terms, meaning title and risk pass to the Government upon arrival at the delivery site. The solicitation is set aside 100% for small businesses under the SBA’s Total Small Business Set-Aside, and only the lowest-priced technically acceptable quotation will be considered for award under a Lowest Price Technically Acceptable evaluation process, with pricing as the sole determining factor among offers that meet all technical specifications. All specifications are defined in the solicitation and compliance is mandatory; deviations result in an unacceptable rating. The award must be made to an offeror that meets mandatory requirements including OSHA and USDA Forest Service safety standards, and adherence to stringent site-specific security protocols at the Savannah River Site, which require all personnel to undergo background checks, possess valid security badges, complete training in safety procedures and equipment handling, and comply with access restrictions including vehicle searches and prohibited activities such as drug possession or unauthorized disclosure of sensitive information. The contract incorporates a broad array of FAR clauses governing compliance with federal regulations, including Buy American and Trade Agreements provisions, electronic fund transfers for payment, security requirements for information systems, anti-discrimination and diversity, equity, and inclusion obligations, whistleblower protections, and employee eligibility verification.
