Helicopter Camera System

The Texas Parks and Wildlife Department is soliciting bids for a helicopter-mounted turret camera system to replace the existing Wescam MX-10 on aircraft N350PW, along with a five-year service plan, under solicitation number 802-26-72212-R. The system must meet precise technical standards including a maximum weight of 38 pounds, a resolution of 1280x720 pixels, and compliance with MIL-STD-810H, MIL-STD-704E, MIL-STD-461G, and MIL-STD-1553B for environmental resilience, power quality, electromagnetic interference, and data bus communication. The equipment must be new, unused, and sourced directly from the manufacturer with full warranty coverage, excluding any gray market or remanufactured components. Delivery is F.O.B. destination to the TPWD Aviation Unit in Austin, Texas, with all shipping, handling, and duty costs included in the unit price, and the contractor is required to deliver within 14 calendar days after order receipt unless a different schedule is proposed and accepted. The contract includes mandatory compliance with OSHA, the Clean Air Act, the Federal Water Pollution Control Act, and industry standards like UL, FMRC, and NEMA, as well as adherence to Texas Government Code provisions regarding procurement and ethics. The winning proposal will be selected through a best value determination considering lowest price, ability and experience meeting or exceeding requirements, delivery schedule, and past performance—evaluated without assigned weights but with past performance assessed on a pass/fail basis. All deliverables including the turret system, transit case, desiccant spares kit, operation manuals, and interface control documents must be provided with full traceability and version control. The State of Texas retains exclusive ownership of all data, software, and materials developed under the contract. Contractors must comply with stringent ethics requirements including disclosure of conflicts of interest, avoidance of covered foreign equipment from Huawei, ZTE, Hikvision, and others per Section 889 of the NDAA, and adherence to revolving door restrictions under Texas Government Code Chapters 572 and 573. Additional compliance obligations include mandatory use of E-Verify for all contract workers, cybersecurity training if system access is required, certification under HB 1295 if the contract exceeds one million dollars, and indemnification of the state against all claims arising from contractor negligence. Invoices must be mailed to TPWD
