The contract pertains to a sole-source procurement by the Utah Department of Transportation (UDOT) for an avalanche and people detection radar system installed in the Mount Superior area of Little Cottonwood Canyon. This procurement is conducted without a competitive solicitation, justified under Utah procurement codes due to the existence of only one responsible vendor, GeoPrevent AG, whose system has been leased and tested by UDOT since January 2024. The radar unit, equipped with embedded camera and detection hardware, is site-specific and optimized for the unique terrain and operational conditions, making alternative competitive bidding impractical. The procurement, valued at approximately $40,320, involves the purchase of this existing system, with delivery and acceptance occurring at the operational site within Utah. The contract term is set for five years with renewal options subject to written justification and approval. No federal acquisition regulation (FAR) clauses are incorporated, as this is a state-level sole-source acquisition governed by Utah Administrative Code provisions. The evaluation is strictly binary based on sole-source justification criteria: only one source, prohibitive transitional costs, or impracticality of competitive procurement. No formal evaluation scoring or ratings are applied. Procurement administration data identifies Steven Clark, UDOT Avalanche Program Manager, and Cody Nelson, UDOT Procurement Agent, as points of contact, although no formal contracting officer roles are assigned. Packaging, marking, and inspection requirements are minimal and site-specific. The procurement stipulates submission of vendor quotes and scope of work through an electronic portal, with a public notice period allowing for challenge by alternate suppliers, but no competition will be initiated unless valid alternatives emerge. Overall, this contract represents a specialized, non-competitive acquisition to maintain continuity and reliability of critical avalanche monitoring infrastructure essential for personnel safety in a high-risk mountainous environment.

Project Description NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS This is NOT a request for competitive solicitation. This is a public notice for comment regarding a proposed procurement without engaging in a standard procurement process if it is determined that the following exist: • there is only one source for the procurement item; or • transitional costs are a significant consideration in selecting a procurement item; or • the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. The intent of this notice is to determine if there are any other interested and qualified suppliers that meet the requirements of this procurement. For information regarding the specifics of this proposed procurement, please see the justification documentation attached within this notice. If a party agrees that this proposed purchase is a valid sole source, NO ACTION IS REQUIRED.
