AI Contract Overview
The contract pertains to the procurement of three helmet and body armor units under solicitation SPE1C1-26-T-1000, with a required delivery within 20 days of award to Silverdale, Washington. Each item is identified by NSN 8470-01-698-7150 and must be individually bar-coded with a 13-digit National Stock Number and a corresponding 12-digit Universal Product Code, both clearly printed and scannable on paper tags made of standard bleached sulfate paper with a 100-pound basis weight and smooth finish. The tags must include a hole and be attached via fastener without damaging the item, and the barcodes must remain fully visible when the item is folded and packaged as specified. Packaging and labeling must comply with MIL-STD-129 and DLA’s Packaging Requirements, overriding ASTM D3951 where applicable, and utilize Type VII pressure-sensitive labels for plastic bags or Type VIII paper tags for bundled or individual items. Inspection is governed by FAR 52.246-2, with acceptance occurring at the destination and no quantity variance allowed. The use of MIL-STD-105E is canceled, and contractors must instead refer to MIL-STD-1916 or ANSI/ASQ Z1.4 for sampling procedures. All government-issued UPCs must appear on shipping cartons, and the delivery must be shipped by the fastest traceable means, explicitly prohibiting parcel post. The contract includes specific federal shipping and point-of-contact details, with the primary point of contact being Michael Rettano of the Department of Defense. The item falls under NAICS code 315990, and covered defense information may apply under RD003. The original required delivery date is April 28, 2026, and the contract is administered under the C and T Supply Chain organization.
