The Fort Hood Health Contracting Cell plans to award a sole source, firm fixed-price contract to Diagnostica Stago, Inc. for providing a Hematology Coagulation Analyzer at Brooke Army Medical Center (BAMC) in Fort Sam Houston, Texas. This contract is being issued under the authority that allows sole source procurement when only one source is reasonably available, such as in cases of urgency or exclusive licensing agreements. The existing contract is set to expire on September 30, 2017, and this interim contract is necessary to avoid any disruptions in patient care. Because the current analyzer is already in place and switching to a new vendor would require a 90-day validation period, which cannot be met before the contract expiration, maintaining the same vendor is critical to continuity of care. The requirement falls under NAICS code 325413 with a size standard of 1,250 employees. While a long-term contract requirement has been competed through a separate solicitation, this sole source interim award ensures uninterrupted service. The government has made it clear that this notice is not an invitation for competitive proposals or capability briefings and that all decisions not to compete further are at the government’s discretion. The contracting office will proceed with awarding the contract to Diagnostica Stago Inc., located in Parsippany, New Jersey, emphasizing that the determination is driven by urgency and continuity in patient care delivery.
