AI Contract Overview
The contract pertains to the procurement of Hepatitis A Virus Vaccine in the form of preservative-free, sterile suspension for intramuscular administration, supplied in single-dose prefilled tip-lock syringes without needles, packaged in units of ten syringes per package. Each unit must be sealed to prevent damage and shipped in commercial exterior containers that ensure safe, cost-efficient delivery via common carrier to designated destinations under FOB destination terms. The product requires strict refrigeration between 2°C and 8°C and must not be frozen, with a non-extendable shelf life of 24 months. All packaging and labeling must comply with Medical Marking Standard No. 1, which supersedes MIL-STD-129, and must reflect the correct unit of issue and quantity per unit pack. Hazardous material packaging requirements are governed by FED-STD-313 and technical requirement IP025 if applicable, otherwise ASTM D3951 applies, though the DLA Master List of Technical and Quality Requirements takes precedence over all other standards. Palletization must conform to RP001, and items must be shipped via traceable means, explicitly prohibiting parcel post. Delivery is required within five days of order with a target delivery date of April 30, 2026, for two separate line items totaling four packages, with no quantity variance permitted. Inspection and acceptance occur at the delivery destination, and the contract mandates full compliance with DLA’s technical and quality identifiers. The vaccine is identified by NSN 6505015997771 and NDC 58160-0826-52, manufactured by GlaxoSmithKline, LLC. Electronic invoicing through WAWF is required, and the contractor must adhere to all cybersecurity and information safeguarding requirements, including safeguarding covered defense information and reporting cyber incidents under DFARS 252.204-7012. Additionally, the contractor must provide hazard communication labeling consistent with 29 CFR 1910.1200, and submit MSDS prior to award, with prompt updates for any material composition changes. All offerors must have valid UEI and CAGE codes, represent their size and socioeconomic status accurately in SAM.gov, and comply with prohibitions on acquisition of covered defense telecommunications equipment. The solicitation is issued by DLA Troop Support under SPE2DP-26-T-3155
