The Naval Air Systems Command (NAVAIR) awarded a Firm-Fixed Price delivery order to Orbital Sciences Corporation, Chandler, AZ for the procurement of the High Diver Field Kits and non-recurring efforts for the GQM-163A Supersonic Sea Skimming Target (SSST). It was determined that there were sufficient Moving Endpoint Systems (MES) kits available in the Navy's inventory. Therefore, there were no procurements for the MES kits. The GQM-163A is a surface launched aerial target system that emulates the anti-ship cruise missile in support of weapons system test and evaluation. This acquisition was pursued on a sole source bases under the statutory authority of Title 10 U.S.C. Section 2304 (c) (1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government.
