The Commonwealth of Kentucky Council on Postsecondary Education is seeking a partner through a personal service contract to provide a software platform and professional training for college readiness assessments under the GEAR UP Kentucky program. The primary objective is to provide SAT or ACT preparation, remediation, and data collection for approximately 1,250 seventh-grade and 1,250 eleventh-grade students across eight partner school districts for the 2026-2027 and 2027-2028 school years. The procurement process requires separate technical and cost proposals, with the cost proposal carrying a significant weight of up to 500 points in the scoring rubric. Vendors must adhere to strict data security and privacy standards, including maintaining all Commonwealth data within the contiguous United States, utilizing encryption for sensitive data, and providing annual third-party certification reports such as SOC 2 type 2.
