High power amplifiers

The Department of Commerce, National Institute of Standards and Technology (NIST), is soliciting two single-phase industrial amplifiers and two three-phase industrial amplifiers for magnetic field generation under a total small business set-aside (NAICS 335311) for the procurement of commercial products. The requirement specifies that the three-phase amplifiers must deliver up to 3380 watts RMS at frequencies up to 20 kHz, with a small signal frequency response from DC to 200 kHz, a slew rate of 35 V/ms, current and voltage outputs of 100 A and ±195 V respectively, a maximum input voltage of ±10 V, forced air cooling, and dimensions no larger than 8.75" x 19" x 22.8". A clarification confirms that the amplifiers are not intended for home audio use, and instead must support a DC to 300 kHz bandwidth for the single-phase units at 1 W power and DC to 20 kHz at 3.3 kW for the three-phase units. All quotations must be firm-fixed price, and offerors must demonstrate through documentation that their products meet or exceed these technical specifications. The solicitation is governed by FAR Part 12 as a commercial item procurement, with evaluation based on lowest price, technically acceptable criteria, meaning only technically acceptable offers will be considered for price comparison. Delivery is required FOB destination to NIST in Boulder, CO, no later than 8 weeks after award, with acceptance occurring onsite within 14 business days of receipt upon successful verification of performance parameters and absence of physical damage. The contractor must ensure compliance with all applicable laws, including those relating to procurement integrity, kickbacks, contract work hours, and prohibitions on inverted domestic corporations and internal confidentiality agreements. The offeror must hold an active SAM registration with a valid unique entity identifier and provide manufacturer origin information. Invoicing must be submitted electronically via the IPP system or with a documented waiver, adhering to the Prompt Payment Act, and must include full contract, CLIN, and entity details. Title to the equipment transfers to the government upon acceptance, and the contractor provides a merchantability and fitness for purpose warranty while disclaiming liability for consequential damages beyond the express terms. Noncompliance with any contractual terms, including those related to organizational conflict of interest or whistleblower protections, may result in disqualification.
