AI Contract Overview
This procurement is a 100% small business set-aside under NAICS code 334515, targeting a single Keysight N7747C-STD 2-Channel High Sensitivity Optical Power Meter on a brand-name-only basis to support DARPA’s Quanet Phase 2 integration event and NIST’s quantum network research. The equipment must be delivered as a rack-mounted, movable measurement system compatible with existing quantum optical infrastructure and is required for precise characterization of fiber-optic links operating within an 800 nm to 1700 nm wavelength range, with stringent performance specifications including -110 dBm to +10 dBm power sensitivity, linearity better than ±0.030 dB, and polarization-dependent responsivity under ±0.005 dB. The solicitation mandates inclusion of specific accessories and support packages, including KeysightCare Enhanced upgrades extending to three years, FC, LC, and E-2000 connector interfaces, and assured warranty coverage, all to be shipped in original manufacturer packaging with complete documentation and software. Only quotations meeting these exact technical requirements will be considered acceptable, with evaluation based on a lowest-priced technically acceptable standard, requiring active SAM registration and compliance with all FAR Part 12 commercial acquisition procedures. Quotes must be submitted electronically by June 2, 2026, to Hingpan.wong@nist.gov and must include technical documentation proving conformity with the brand-specific requirement, a commercial price list or evidence of pricing to the most favored customer, a statement affirming acceptance of terms without modification, and valid SAM unique entity identifier information. The contractor must deliver the unit within 12 weeks of order placement, FOB destination, to NIST’s shipping facility in Gaithersburg, Maryland, with title transferring upon acceptance at NIST’s 100 Bureau Drive location. Acceptance includes rigorous performance testing in the operational environment, inspection for transport damage, and verification of all electrical, mechanical, and software functions. All submissions must be in U.S. dollars, in English, and remain valid for at least 90 days. The contract includes clauses requiring compliance with Buy American provisions, prohibitions on trafficking and convict labor, equal opportunity, whistleblower protections, and accelerated payments to small business subcontractors within 15 days of receipt of government payment. The government retains the right to reject nonconforming or damaged equipment at any time prior to acceptance, with the vendor liable for latent defects prorated

This procurement is being issued as a 100% small business set-aside.
The associated North American Industry Classification System (NAICS) code for this procurement is 334515 – Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals with a small business size standard of 750 employees. The PSC Code is 6625: Electrical and Electronic Properties Measuring and Testing Instruments.
Background
The purpose of this requirement is to procure one Keysight N7747C-STD 2-Channel fiber optical power meter (OFPM) on a brand name only basis. The OFPM will be used for the DARPA Quanet phase 2 integration event to characterize the optical fiber links used in this event. The OFPM will be integrated into an existing quantum network and component measurement suite as a moveable rack-mounted measurement capability. Only the Keysight N7747C-STD-2 is acceptable to ensure compatibility with the existing system. It will assist with NIST’s research on developing a movable measurement test suite for quantum network components and protocol testing, verification, and characterization, as well as DARPA's Quanet phase 2 event. The test suite will be implemented on the DC-QNet infrastructure, with a fiber network dedicated to quantum-optical signal transfer between various quantum network nodes.
It is anticipated that a Firm-Fixed Price type Purchase Order will be issued as a result of this combined synopsis/solicitation.
