Hillcrest Street Improvement

The City of Loma Linda is soliciting bids for the Hillcrest Street Improvement project (CIP 26-137), a construction effort with an engineer's estimate of $200,400. The scope of work includes clearing and grubbing, removal and replacement of pavement, and the installation of aggregate bases, sidewalks, curbs, gutters, wheelchair ramps, and fencing. Bids are due by November 3, 2026, at 2:00 P.M. and must be submitted in a sealed envelope using the provided bid schedule. The contract will be awarded to the lowest bidder, provided it is in the best interest of the city. Qualified bidders must provide a statement of qualifications, including their equipment list and experience with similar projects, along with bid security of at least ten percent of the bid. Because the project is federally funded, it is subject to the Davis-Bacon Act and California Labor Code Section 1770, requiring the payment of the higher of the state or federal prevailing wage rates and the submission of weekly certified payroll. The successful contractor must provide labor and materials as well as faithful performance bonds equal to 100 percent of the contract price, along with a worker's compensation insurance certificate. All work must adhere to the City of Loma Linda's standard specifications for public works construction and ADA standards for ramp installation.
