Description of Nature, Purpose and Beneficiaries of Project: To improve multi-modal accessibility to Hilltop Park, new bicycle infrastructure including lockable bike racks and hydration and bike repair stations are added at two locations. A third bike terrace with water and racks is provided at an immediately adjacent overlook on Skyline Drive, affording views to the south. This overlook, with new paving and drought-tolerant landscape, becomes accessible for the first time to all users and better connected to an improved crosswalk at the intersection of Skyline Dr. and Dawson Ave. From this crosswalk, and along Dawson Avenue, sidewalk adjacent canopy trees are added, creating a shaded link between Skyline Drive and Panorama Trail to the north. The entry to this trail is further marked with a new gateway, creating heightened identity for this pathway and its views to the Los Angeles basin and mountains. Ride-share is acknowledged with a dedicated and accessible drop off at Dawson Avenue, which is a close walk to two new self-cleaning ADA restrooms at an enlarged plaza area. Outdoor exercise equipment, pedestrian-scale lighting, seating walls, and a new picnic shelter provide additional amenities and attractions for people that use the park. At key locations, wayfinding signs and information kiosks are placed, describing with maps and directional indicators the existing as well as new park amenities, and connections to the network of trails and bikeways that lead to and from Hilltop Park.
