Bids must be submitted electronically through the Public Purchase online system by 1:00 p.m. Mountain Time on July 23, 2026, and only bids completed and uploaded in their entirety by that deadline will be accepted. A mandatory pre-bid meeting is scheduled for July 8, 2026, at the WLRC Administration Building, and all questions regarding the bid must be submitted through Public Purchase by 3:00 p.m. MT on July 14, 2026, with responses posted by July 16, 2026. No inquiries received after the deadline will be answered, and communications via phone, email, or fax are not permitted. For bids exceeding $150,000, a 10% bid deposit is required in the form of a bid bond, cashier’s check, or certified check payable to the State of Wyoming, with original documents delivered to the Procurement Office in Cheyenne by the same deadline—copies are not acceptable. Electronic bid bonds through Surety 2000 must be uploaded with the bid. All bidders must have a registered Public Purchase account to access documents and submit responses, and registration should be initiated well in advance due to potential 24-hour processing delays. The procurement representative is Lenora Simpson, reachable by phone at (307) 777-3558 or email at lenora.simpson1@wyo.gov.
