The County of Orange Health Care Agency is seeking qualified organizations to expand their capacity to provide comprehensive HIV and STI testing, care, navigation, and referral services targeting populations at risk for or living with HIV. The initiative aims to enhance existing programs to increase access to prevention and treatment services, thereby improving health outcomes and reducing infection rates within the community. This effort aligns with multiple funding sources, including the HRSA Ending the HIV Epidemic (EHE) initiative, CDC High-Impact HIV Prevention and Surveillance Programs, and the California Department of Public Health’s STI Prevention efforts. The overarching goal of the EHE initiative is to reduce new HIV infections in the U.S. by 90% by 2030 through four strategic pillars: early diagnosis, rapid and sustained treatment, prevention of transmission via interventions like PrEP and syringe services, and swift response to outbreaks. The contract emphasizes expanding testing among priority populations facing barriers to access, improving linkage to prevention and treatment services, and increasing the utilization of PrEP and PEP services. Additional objectives include expanding partner notification services and reducing HIV and STI infection rates across Orange County. The solicitation, titled "HIV/STI Prevention and Treatment Services," was posted in December 2024, with a response deadline in January 2025. Funding for the contract ranges from five to fifteen million dollars, and the selected organization will be responsible for delivering these services within California, under the guidance of the OC Health Care Agency.
