Caltrans District 1 in Eureka is implementing a state-funded project to upgrade traffic management infrastructure on State Route 101 within Humboldt and Mendocino counties. The scope of work focuses on replacing obsolete Changeable Message Sign systems, controllers, and associated cabinet components, as well as updating wiring within existing conduit cabinets. These improvements will be executed at the Arcata overhead at postmile 87.7 and the route 101/271 separation near Piercy at postmile R103.4. All installations must utilize current industry-standard equipment to enhance the operational efficiency and reliability of the traffic management system for the benefit of the traveling public and Caltrans maintenance forces. The project is classified as a forecast under NAICS code 237310 and is designated as an exemption under Class 1 of the California Code of Regulations, title 14, section 15301, as it constitutes the maintenance of existing facilities. All work will be strictly confined to the existing state right-of-way, and no soil or vegetation disturbance is expected beyond the existing pavement and disturbed areas. The project was certified by Senior Environmental Scientist James McIntosh on July 29, 2026.
