HOFU REMOVE AND REPLACE FENCE AT BALLY

The National Park Service is seeking a small business contractor to perform the removal and replacement of approximately 450 linear feet of chain link fence at Hopewell Furnace National Historic Site in Elverson, Pennsylvania, including the installation of two 9-foot swinging gates and two 20-foot sliding gates. The new fence must be 6 feet high, constructed of commercial-grade galvanized chain link with a 9-gauge core wire and 2-inch mesh, and incorporate three rows of barbed wire angled outward, meeting ASTM or BIA specifications. All work must be completed within 30 calendar days after notice to proceed, with the performance period running from September 29, 2026, to November 20, 2026. The contract is a firm-fixed price award limited to small businesses under NAICS code 238990, with a size standard of $19 million, and anticipated value between $25,000 and $100,000. Offerors must maintain an active SAM registration, provide a Unique Entity Identifier, and certify as a small business, with all proposals submitted electronically by 5:00 p.m. Eastern Time on August 24, 2026. A mandatory site visit is scheduled for August 14, 2026, at the project location. Technical proposals must demonstrate capability through a detailed technical approach, resumes for key personnel with at least five years of construction management experience, past performance on similar fence projects within the last five years, and certification of compliance with biobased product reporting requirements under FAR 52.223-2. The evaluation is based on technical acceptability and lowest price, with compliance in SAM registration, small business status, and UEI being pass/fail criteria. The contractor must furnish performance and payment bonds within ten days of award, with the payment protection equaling 100% of the contract value.
