Solicitation SPE4A6-26-Q-1111 is a total small business set-aside issued by the DLA Aviation ASC Commodities Division for the procurement of 87 electrical contact brush holder assemblies (NSN 5977-00-305-1411). The contract is a simplified acquisition with a delivery schedule of 290 days after the award date, with shipping designated as FOB Origin to the DLA Distribution Depot Hill in Utah. Award determination will be based on a trade-off methodology evaluating best value, where past performance—specifically SPRS assessments, historical quality, and delivery compliance—is significantly more important than other non-price factors, and combined non-price factors are approximately equal in importance to cost. The contractor must adhere to strict technical and quality requirements, including ISO 9001:2015 standards and DLA packaging requirements per ASTM D3951 and MIL-STD-129. A critical component of the contract is the requirement for First Article Testing (FAT), where inspection occurs at the source but acceptance is at the destination. Additionally, the item contains technical data subject to ITAR or EAR export controls, requiring contractors to have an approved US/Canada Joint Certification Program certification and completed export-control training. Invoicing must be processed electronically through Wide Area WorkFlow (WAWF).
