Packaging and marking must strictly comply with MIL-STD-2073-1E, MIL-STD-129, and the latest edition of the Medical Marking Standard No. 1, while adhering to DLA’s packaging requirements for procurement. The product must not be manufactured using additive manufacturing unless explicitly authorized. The delivery address is Fort Indiantown Gap, Annville, PA, with a required delivery window of five days after award, and the delivery terms are FOB destination. The contract is subject to the Buy American Act and the Berry Amendment, requiring domestic sourcing, and compliance with DFARS 252.225-7001. Cybersecurity obligations include adherence to NIST SP 800-171 and FAR 52.240-93 for safeguarding contractor information systems. Hazardous material handling, human trafficking prevention, and whistleblower protections are governed by applicable federal regulations. Invoicing and payment must be processed through the Wide Area Workflow system, requiring contractor registration in the System for Award Management and WAWF, with both an invoice and receiving report submitted for payment unless an exception applies. Offerors must provide their source and part number, maintain current SAM registrations with accurate socioeconomic representations, and submit required Safety Data Sheets prior to award. Failure to meet any of these requirements, including the 5-month manufacturing-to-delivery window, additive manufacturing restriction, or safety documentation omission, will render an offer ineligible. Although the solicitation is not a small business set-aside, HUBZone price evaluation preferences may apply, and all representations regarding business size and status must be kept current throughout the contract lifecycle.
