The City of Huntington Beach is seeking a qualified operator to manage its homeless shelter services under solicitation number 2025-0206. The primary facility involved is the Huntington Beach Navigation Center, a 174-bed congregate shelter that has been operational since December 2020, offering temporary shelter, case management, housing navigation, and access to health and social services. Entry to the shelter is referral-based, prioritizing individuals with verifiable ties to Huntington Beach, and participation in case management is mandatory to promote accountability and successful transition to stable housing. The City’s efforts also include a planned Pathways Project, which aims to establish a permanent Navigation Center and 70 units of Permanent Supportive Housing, with construction anticipated to begin in mid to late 2026 pending funding. The contract for operating these services is expected to be between five and ten million dollars, reflecting the scope of the project. The selected operator will work closely with the City and Jamboree Housing Corporation to ensure the new facilities meet operational needs and support long-term homelessness solutions. The project emphasizes a coordinated, community-based approach involving law enforcement, social workers, mobile crisis teams, and volunteers to address homelessness comprehensively. Interested parties can contact Cody Hernandez via email or phone for further details, and the solicitation deadline is February 6, 2025.

BACKGROUND INFORMATION The City of Huntington Beach (City) is committed to addressing homelessness through a comprehensive system of care that emphasizes both immediate shelter services and long-term housing solutions. This system includes coordinated efforts between City Social Workers, Homeless Task Force law enforcement officers, the Be Well mobile crisis response team, which operates 21 hours a day, seven (7) days a week, and HB CARES volunteers who provide essential community support. At the center of this effort is the Huntington Beach Navigation Center, a 174-bed congregate facility located at 17642 Beach Boulevard, which has been operational since December 2020. The Navigation Center provides temporary shelter and essential services to help individuals and couples transition toward stable housing and self-sufficiency. The facility includes sleeping quarters in a Sprung Structure, portable restroom and shower trailers, manufactured office, dining, and meeting spaces. Since its inception, the Navigation Center has provided critical resources such as case management, housing navigation, and access to vital health and social services. Shelter entry is by referral only, through the City’s social workers and Homeless Task Force officers, ensuring those with verifiable ties to Huntington Beach are prioritized. Individuals must actively participate in case management and adhere to shelter guidelines, promoting accountability and positive outcomes. Looking forward, the City is planning the Pathways Project in partnership with Jamboree Housing Corporation (Jamboree), which will establish a permanent Navigation Center and provide 70 units of Permanent Supportive Housing (PSH). The selected operator will collaborate closely with the City and Jamboree to ensure that operational needs are incorporated into the design and development of the new facility. Construction is expected to begin in mid to late 2026, contingent upon securing the necessary funding.
