Full Description

This project proposes subdivision of a 623.69-acre parcel into five separate parcels. The subdivision would create four new 40-acre parcels, and a fifth parcel of 463.69 acres. The entire project area is zoned Timber Production Zone (TPZ) and the General Plan land use designation is Timberland. The minimum lot size for parcels zoned TPZ is 20 acres. The site is accessed via a U.S. Forest Service road from French Hill Road, which connects to Highway 199 in Gasquet, California. The subdivision would occur on resource lands, where the principal permitted use is for timber harvest. As there is no proposal to develop the parcels for further residential or commercial uses, the applicant was not required to demonstrate potential development areas or sewage disposal sites. Any future development on any of the resultant parcels would require separate review and approval. As noted above, access to the parcel is via a small section of U.S. Forest Service road that connects to French Hill Road. An existing private road network would provide access to all newly created parcels. The applicant has submitted a Joint Timber Management Plan, demonstrating the feasibility of future timber harvesting following the subdivision, and establishing a framework for ongoing timber management by any future property owners. The applicant also submitted a preliminary biological assessment. Because there is no proposed physical development at this time, a more detailed biological assessment would be required for future, specific development proposals.

Wetherell Minor Subdivision of Agriculture Prime Land MS2601C
Solicitation # MS2601C
The Wetherell Minor Subdivision project, identified as MS2601C, involves the division of an approximately 184.1-acre parcel located at 8280 and 8300 Bailey Road in Crescent City, Del Norte County, California. The project aims to separate an existing farmhouse from a dairy barn to allow for the sale of one parcel while maintaining family ownership of the residence. The subdivision will create two parcels: Parcel 1, approximately 56.9 acres, containing the residential structures and detached garage, and Parcel 2, approximately 127.2 acres, containing the dairy barn and manure tank. Both parcels are designed to maintain long-term agricultural viability by ensuring each contains at least 40 acres of Agricultural Exclusive land, complying with local zoning ordinances for Agricultural Exclusive and Resource Conservation Area districts. To support the subdivision, a shared well agreement is proposed to provide water to Parcel 1, as all existing wells will remain on Parcel 2. The project utilizes existing onsite wastewater treatment systems that will remain on their respective parcels. Access to both properties is provided via Bailey Road, and the applicant has requested a modified road improvement standard for a 30-foot-wide right-of-way due to the infeasibility of the standard 50-foot requirement. The Del Norte County Planning Commission is the lead agency overseeing the project, which has undergone environmental review under the California Environmental Quality Act, resulting in a draft negative declaration indicating no significant environmental impacts. All existing land uses and agricultural operations will continue following the approval of the subdivision.
