Hopkins Street Repaving with Enhanced Safety Improvements for all Users

Per the Council approved Referral to Schedule Hopkins Street for Paving with Enhanced Safety Improvements for all Users (“Hopkins Corridor Project” or “Project”) on July 28, 2026, the approved referral is consistent with the Hopkins Corridor Project approved by City Council on May 10, 2022 for which a Notice of Exemption was filed on July 14, 2022. Consistent with the 2022 approved project, this approved referral directs staff to: • Repave Hopkins Street from San Pablo Avenue to Sutter Street • Include in the above repaving one-way Class IV separated bikeways on each side of the roadway from Peralta Ave/Ohlone Greenway to The Alameda • Add one-way Class II buffered bike lanes and traffic calming on Hopkins from The Alameda to Sutter Street to the extent feasible • Add traffic calming speed cushions and other pedestrian safety features from Stannage Ave to Peralta Ave/Ohlone Greenway to the extent feasible with other pedestrian safety features recommended by staff • Install a raised intersection of Hopkins and Monterey Ave/California Street • Incorporate pedestrian safety features from the 2022-2023 conceptual design as deemed appropriate by Public Works staff • Redesign and reconstruct the existing signalized intersection (with a slip lane) of Hopkins and Sacramento Street to promote safety of all users • Assess and implement improvements for the existing signalized intersection of Hopkins Street and The Alameda to promote safety of all users contingent upon available funding • Install bus boarding islands/floating bus stops with the bikeway routed behind the boarding platform at AC Transit stops • Address street and curb damage from old street trees including removal of trees that are intruding into the usable street width or impacting storm drainage and replace any removed trees at a 1:1 ratio • Develop and implement a comprehensive Curb Management Plan for the commercial, recreational, and residential areas around Hopkins Street that includes ADA parking spaces, loading zones, short-term parking zones, waste collection service needs, and metering adjacent to commercial and/or recreational uses to encourage parking turnover and study the feasibility of expanding the Residential Preferential Parking (RPP) Eligibility Map to the Hopkins Street corridor, along with the ability of Hopkins Street residents living on or adjacent to a block with parking loss to obtain an RPP permit for the nearest street.
