HOPWA--Fraternity-House -- Housing Operations - Semi-Independent Living

The HOPWA Fraternity House project, approved by the County of San Diego Board of Supervisors on March 24, 2026, provides funding to the Fraternity House program to enhance housing stability for vulnerable populations in Vista, California. The initiative focuses on operating approximately 57 semi-independent living opportunities and providing a continuum of services to help individuals and families transition from homelessness to permanent housing. Key deliverables include ongoing case management to promote self-sufficiency, as well as supportive services such as access to a food pantry and transportation assistance to ensure clients can reach appointments and essential resources. The project is administered by the County of San Diego Department of Housing and Community Development Services, with primary point of contact Kelly Salmons. Performance takes place at 687 Rivera Court and 633 Ascot Drive in Vista. From a regulatory standpoint, the project was determined to be exempt from the California Environmental Quality Act under Section 15061(b)(3) of the State CEQA Guidelines, as it is concluded that the project poses no significant environmental impact.
